Trick or Treat Night is typically celebrated on October 31. HOWEVER, if Halloween falls on a Saturday or Sunday, trick or treat will occur on the Friday prior to October 31st.
Trick or Treat October 2021 - will be observed on FRIDAY, October 29, 2021 - 6:00pm to 8:00pm.
In 1992 the Lancaster Inter-Municipal Committee (LIMC) began to encourage municipalities throughout Lancaster County to observe Trick or Treat Night on the same date. The LIMC recommended a policy that trick-or-treating be between 6:00 p.m. and 8:00 p.m. on Halloween (October 31), except when Halloween falls on a Saturday or Sunday, in which case trick-or-treating should be on the prior Friday. The officials of each municipality decide whether to follow that policy, usually by passing a resolution. Twenty-three municipalities notified the LIMC that they would follow that policy and join in the uniform observance that first year. Participation has increased over the years. In several recent years, all sixty municipalities in Lancaster County have had trick-or-treating at the same time. -

There will now be required inspections during the construction process. These inspections will be done by Rapho Township approved 3rd Party inspectors who have passed state exams on the code. (Applicants will choose their 3rd Party Inspection Service from the list provided on the Building Permit application). For example, in new residence construction, there would be a foundation inspection, framing and or masonry, wallboard and electrical, plumbing and mechanical inspections. And if the construction has not met the requirements of the code, the problem must be corrected before work can continue.Building/Zoning Information

Under current Uniform Construction Code (UCC) regulations, you are required to obtain a building permit application from the township. If your project is required to submit plans, (such as a construction of a new house or residential addition), these plans will have to be approved by a 3rd Party Rapho Township approved inspection company prior to issuance of a building permit by the township. The Rapho Township building permit application fee is $75 for Residential construction projects and $100 for Commercial construction projects, which must be paid prior to issuance of the Building Permit. (Building Permit application fee includes the application fee, one final inspection by the Building/Code Enforcement Officer and Certificate of Occupancy issued upon completion and approval of the project). The Building Permit cost is $3 per $1,000 cost of construction (rounded up to the next one thousand dollars) plus a fee of $4 per permit, used to fund state inspector training programs. Please note that this fee does not include the plan review and subsequent inspection fees charged by the chosen 3rd Party Inspection company.Building/Zoning Information

Fences are permitted to be placed on the property line, provided you know where your property line is. A surveyor should be contacted to survey the property if you do not know where the property pins are located. Fences may extend to a height of 6 feet in the rear and along the side yards and may not be higher than 3 feet in the front yard. In no case shall the fence create any site hazards or impair motorist view. A zoning permit will need to be filled out for the fence to be installed on your property.Building/Zoning Information

Most larger developments have deed restrictions which do not allow the parking of recreational vehicles on the property. On lots not within developments, one RV is permitted to be parked/stored, provided it is set back and screened from the neighboring properties.Building/Zoning Information

All new residential, commercial and industrial construction and additions to residential, commercial and industrial structures are covered under the new code. Accessory buildings to residential structures, such as detached garages or sheds that exceed 1,000 square feet in size also fall under the new code. Swimming pools and spas (greater than 24 inches deep), fences over 6 feet in height, retaining walls 4 feet or higher and decks over 30 inches above grade are also some of the uses that are required to apply for permits under the new code.Building/Zoning Information

If you have questions concerning the actual county/municipal tax bill, then contact Melva Kready, Tax Collector during her regular business hours Mondays & Thursdays between 8:30 a.m. and 1:30 p.m. at 717-665-3924. Any questions about your school tax bill need to be directed to Manheim Central School District at 717-664-8424.

If you are a mortgage company, settlement company or bank and are trying to obtain Ciunty/Municipal tax information regarding a property in the township you would need to send a request along with a $25 check payable to Melva Kready to 971 north Colebrook Road, Manheim PA 17545. Manheim Central School District collects the school tax and they can be reached at 717-664-8424. A Driveway Permit is needed whenever any work is done to your driveway where it meets a township road. This work includes widening your driveway, reconstructing your driveway or repaving an existing driveway as well as constructing a new driveway. If your driveway work does not meet a township road, you will need to obtain a Zoning Permit. Please contact the township office for details.
